\paper vs. \layout

Why are

betweensystemspace
betweensystempadding
systemSeparatorMarkup

\paper{}  variables, rather than \layout{}  variables?  They seem to
deal
with score layout objects, rather than page formatting issues.

Because the page layout happens after formatting individual scores. I
guess they could be  at \score  level too, but it's extra work.
